Tariff reduction, on the other hand, had the support of many Democrats. However, Cleveland's ineffective leadership generated little change in the tariff structure.

Consistent with his actions as governor of New York, Cleveland was not shy about using his veto power. For example, he turned away hundreds of veterans' pension bills because he thought they were fraudulent.
