A good example of this is when Katniss impressed everyone with her flaming dress. The capitol loved the show and soon all eyes were on her, but not just the capitols eyes, also the tributes eyes. All the tributes basically wanted her dead within the first few minutes of being in the Hunger Games, and the group of tributes from sectors 1 and 2 were hunting her. Another example is when Katniss is guided away from the edge of the dome using fire, and when she is one of the last 3 living tributes, the Game Maker sends out monstrous dogs that Katniss notices have the eyes of the fallen tributes.
