जो सबसे ज्यादा प्रभावित हुए हैं, वे हैं: छोटे बच्चों और बूढ़े लोगों के अलावा सभी आयु वर्ग के लोग। बढ़ते बच्चे कितने दुर्भाग्यपूर्ण हैं! उनके पास खेलने के लिए और मज़ा करने के लिए कोई जगह नहीं बची है। खुले स्थानों, मैदानों आदि की अनुपस्थिति ने उन्हें बाहरी खेलों को खेलने की खुशियों से वंचित कर दिया है, जिससे उनके शारीरिक विकास और विकास पर प्रतिकूल प्रभाव पड़ा है। जो बच्चे खेलना चाहते हैं, वे सड़कों और सड़कों पर खेलते हैं; इससे कई बार अवांछित दुर्घटनाएं हुई हैं। बुजुर्ग और वृद्ध इससे बहुत दूर हैं। उनके पास कोई जगह नहीं है जहाँ वे जाकर शांति से बैठ सकें!
