Biddle had to decide how to react to Jackson’s opposition to the national bank. He believed the constitutional questions were settled and that the bank had great utility for the expansion of the American economy. Biddle had to work with allies in Congress to devise the best strategy to strengthen their own hand countering Jackson’s opposition.
