A Chinese immigrant to the United States named Saum Song Bo wrote an open letter in 1885 to protest being asked to contribute to the pedestal of the Statue of Liberty. Three years post the Chinese Exclusion Act, the solicitation was made. Because Saum entered the country as a student, a class that is exempt, he was not susceptible to exclusion.

However, he was able to create interclass alliances thanks to racialized immigration policies in the US. In addition, France gave the Statue of Liberty to the United States as a gift, and France held imperial sway over Vietnam.
