When several countries saw an opportunity to take over parts of China, he simply backed off, was bribed, and enabled the foreign powers to take under their control the most important coastal parts of China.

The population in China was furious, as their lives were bad enough already, and this just made them worse, so they rebelled against their emperor. On the other hand, Britain, France, Germany, Japan, and Russia, all managed to gain control over the strategically most important coastal parts of China, and their economies benefited greatly because of it. On top of it all, despite being competitors, the invading forces actually collaborated when they had problems with the Chinese population.
